What Changes in Yoakum Today, and What a Year-Old Housing Freeze Has to Do With It

If you have been pricing land or a starter home in Yoakum this year, you have probably run into a strange problem: nobody's numbers agree. Zillow pegs the average home value at $216,264 as of the end of July 2026. HAR.com lists the average price at $338,568 for August. Movoto's median list price for May came in at $399,000. A third source tracking closed sales put the median sale price at $200,000 over a recent 30-day stretch, on a grand total of two transactions. Ask five sources what a house costs in Yoakum right now and you will get five different answers, none of them wrong exactly, all of them measuring a market too thin to average cleanly.

That thinness is not random. Part of the reason Yoakum's entry-level market has so little data to average is that, for the better part of a year, the cheapest legal path into homeownership in the city was frozen. And as of today, that freeze runs headlong into a new state law that takes the decision partly out of the city's hands.

The freeze nobody outside city hall noticed

In September 2025, the Yoakum City Council voted to extend a temporary moratorium on placing new manufactured homes within city limits, giving staff more time to rework zoning regulations and minimum housing standards. That is a normal, unglamorous kind of local government action. It rarely makes it past a city council recap. But it matters here because manufactured housing is the single most affordable category of new home ownership available almost anywhere in Texas, and Yoakum spent roughly a year deciding what its rules for that category should even look like.

The timeline, as far as the public record shows it:

  1. September 9, 2025: council extends the manufactured-home placement moratorium another 90 days, citing the need to finish evaluating zoning and minimum housing standards.
  2. October 14, 2025: the city's broader Comprehensive Plan process gets its first presentation to council.
  3. March 10, 2026: a first draft of that Comprehensive Plan, compiled by the planning firm CSRS, reaches council.
  4. September 1, 2026: a new Texas law takes effect that changes what any of that local rewriting can actually accomplish.

Whatever Yoakum's staff worked out in the intervening months, that work now has to answer to a state law that did not exist when the moratorium was first extended.

What Senate Bill 785 actually does

Texas Senate Bill 785 takes effect today, September 1, 2026. Its core requirement is narrow but consequential: any Texas city with zoning has to permit new HUD-code manufactured homes by right in at least one residential zoning district, and it can no longer ban them outright. Cities keep the authority to decide where that district sits and how big it is. What they lose is the option to leave manufactured housing off the map entirely, or to bury it behind a discretionary permit process that other housing types don't face.

According to the Texas Manufactured Housing Association's resource center, the law also closes a specific loophole: cities can no longer require a special use permit for a new manufactured home if they don't require one for other homes in that same zoning category. There are narrow carve-outs, mainly for private deed restrictions already in place before January 2025, and the law does not touch pre-1976 mobile homes or used manufactured homes. But for a new HUD-code home, the default has flipped from "a city can say no" to "a city has to say where."

KLTV reported that roughly 40 percent of Texas cities, more than 1,200 municipalities, currently have zoning codes that effectively ban manufactured homes. Whether Yoakum's ordinance, in its current or rewritten form, falls into that category is a question for city staff to answer publicly. What isn't in question is that the city has been actively rewriting the exact rule this law now overrides, on a timeline that ran right up against the law's effective date.

Why the price confusion is actually the evidence

Go back to those five conflicting price figures. A market with genuine, steady turnover produces numbers that converge, because enough transactions smooth out the noise. A market where the cheapest category of new housing has been legally frozen for the better part of a year produces exactly what Yoakum has: wide swings between average and median, wild swings between one 30-day window and the next, and a total sale count low enough that two transactions move the needle.

That doesn't mean manufactured homes alone explain Yoakum's price scatter. It means the supply side of the entry-level market has had one less lever available to it than it would in a city with an open, by-right manufactured housing district. A city working through SB 785 compliance in Nacogdoches, a similarly situated East Texas market, put concrete numbers on what that lever is worth: HUD-code manufactured homes there run about 59 percent below a typical Texas site-built home, with all-in installed costs on private land ranging from roughly $90,000 to $175,000, compared to $250,000 to $350,000 for a comparable site-built home. Financing for a manufactured home on owned land can also run through FHA Title II, VA, or USDA Rural Development, the same channels a conventional buyer would use.

A frozen zoning map doesn't show up in a median price. It shows up in what never gets listed in the first place.

That's the piece a headline number can't tell you. If Yoakum's version of this math even roughly resembles Nacogdoches's, the reopening of a by-right manufactured housing option is not a footnote. It's a new floor under what "affordable" can mean in a town where the median list price has been running near $400,000 by one measure and $200,000 by another.

What this means if you're actually shopping land in Yoakum

A few things worth confirming before you assume a lot is straightforward:

  • Ask the city's planning and zoning office whether the by-right manufactured housing district required under SB 785 has been mapped yet, and if so, which zoning classification it falls under. The law requires it to exist on actual land, not just as a category on paper.
  • If you're looking at a lot that already has an older manufactured home on it, ask how it was permitted originally. In cities further along in SB 785 compliance, homes placed under now-outdated permit systems are often reclassified as legal nonconforming uses, a status that can complicate financing or resale even though the home itself is unaffected.
  • Check whether the parcel you're considering sits inside the residential zoning the Comprehensive Plan draft, compiled by CSRS and presented to council in March 2026, actually designates for that use. A zoning map and a comprehensive plan map don't always agree while a rewrite is in progress.
  • If you own land in Yoakum and have an opinion about where that by-right district should sit, this is the window to say so. A Comprehensive Plan still working through drafts is a plan still open to comment.

The rest of the picture

None of this is happening in a vacuum. The Yoakum Economic Development Corporation approved grant applications in February 2026 supporting business development and downtown aesthetics, including one from Yoakum Lube and Tire LLC on U.S. Highway 77A North. The city separately secured state grant funding that same month to address aging water infrastructure, the kind of unglamorous system capacity that ultimately determines how much new rooftop, manufactured or otherwise, a town can actually support. A city investing in its water system while rewriting its housing rules is a city thinking about growth, not just compliance.

For a buyer weighing Yoakum against other Crossroads towns, the headline median was never going to tell you much on its own. The zoning map is where the real signal lives, and as of today, that map has a new set of rules it has to follow.
